As with most food delivery drivers, most of them have "L" plates on them because they have only undertaken the Compulsory Basic Training (CBT) to ride a motorbike or moped and do not have full motorbike licences. By law, they have to take the full motorbike tests and get a full licence within two years of taking the CBT otherwise they have to re-take it or stop riding. In view of all the illegal parking these people do, as well as the fact that many food delivery riders are illegal immigrants who rent Deliveroo/Just Eat/Uber Eats accounts to fly under the Home Office and HMRC radar, I wouldn’t be surprised if this is another loophole they’re exploiting.
The CBT test is only one day of “training”, and only two hours or less of that is actually riding the bike. This means that Leicester’s roads (and pavements…) are dangerously dominated by people who are riding motorbikes without a full licence. It warrants further investigation by the Council and Leicester Police, so please pass this photo and comment on to the authorities who have the highest chance of actually doing something about it.
