This bin belongs to number 1 Welland and is permanently left out on the street along with any recycling bags they use , despite there being an alley next to the house. The problem with it is it attracts further rubbish (you can see a suitcase and someone dumped clothes in the bin) it then overflows causing litter all over the street, partially because the bin has no lid.
