Subject: URGENT FORMAL COMPLAINT – Repeated Dangerous Parking and Near Miss Involving a Child – Spencefield Lane
Dear Leicester City Council Parking Enforcement / Highways Team,
I am writing to make a formal and urgent complaint regarding persistent dangerous parking and vehicle manoeuvring on Spencefield Lane, directly outside Krishna Avanti Primary School and St Paul’s Catholic School.
The vehicle concerned is a BMW, registration . I have attached photographs clearly showing the vehicle and the manner in which it is being parked.
This is not an isolated incident. The driver is doing this on a regular, effectively daily, basis during the school period. As the photographs demonstrate, the vehicle is being driven onto and parked substantially on the pavement immediately alongside the pedestrian railings. This significantly reduces the space available for pedestrians at precisely the time when large numbers of young children and parents are using this pavement to access the two schools.
My concern has now become extremely serious because the driver has previously come extremely close to hitting my child while manoeuvring the vehicle. This was a frightening near miss and, in my view, requires intervention before a child or another pedestrian is actually injured.
There are clearly displayed restrictions at this location, including restrictions relating to the entrance markings and school-time periods. Despite this, the same behaviour continues repeatedly.
I therefore ask Leicester City Council to treat this as an urgent road-safety and enforcement matter, rather than simply an isolated parking complaint.
I specifically request that:
1. Civil Enforcement Officers attend Spencefield Lane during the morning drop-off and afternoon collection periods.
2. The council considers deploying its CCTV enforcement vehicle to this location.
3. The repeated pavement parking and parking around the restricted entrance area is investigated and appropriate enforcement action taken wherever an offence is observed.
4. The council considers whether additional preventative measures are required at this location to protect children and pedestrians.
5. This complaint is formally recorded so there is a documented history of the repeated behaviour and the near miss involving my child.
I appreciate that the council must establish whether a particular parking contravention has occurred before taking enforcement action. However, I am providing photographic evidence of an ongoing problem and, importantly, notifying the council that a child has already been involved in a near miss.
Given the frequency with which this is occurring, it should be straightforward for an enforcement officer to witness the situation if the location is monitored during the relevant school times.
I am extremely concerned that if no preventative or enforcement action is taken, the next incident may result in an actual collision or injury.
Please acknowledge this complaint, provide me with a reference number, and confirm what action will be taken to investigate and monitor this location.
I am willing to provide further photographs, dates, times and any additional information required.
