I have noticed that recently there are a lot of cars parked at Hallgate Drive on the double yellow lines. This is causing inconvenience as the road narrows to one lane. Can we have some enforcement of traffic regulations?

I know this issue was closed. But this morning I noticed that the illegal parking has worsened greatly. It would be great to have some traffic enforcement to deter the illegal parking.-1 Glenfrith Close, Leicester, LE3 9QQ

Subject: URGENT FORMAL COMPLAINT – Unauthorised Placement of Large Boulders on Public Grass Verges, Serious Risk to Schoolchildren, Reported Child Injury and Antisocial Behaviour – Wakerley Road, Leicester (Nos. 29, 27 and 35)

Dear Sir/Madam,

I am writing to raise a formal complaint regarding the placement of numerous large rocks and boulders along the grass verges on Wakerley Road, Leicester, particularly in the vicinity of properties numbered 29 and 35 Wakerley Road.

The stones appear to have been deliberately positioned by local residents. However, my understanding is that these areas do not form part of their privately owned properties.

I am extremely concerned about the significant danger these stones pose to members of the public, particularly young children, given that there is a school situated in the immediate vicinity and large numbers of children and parents use this area daily.

1. Serious and Ongoing Risk to Schoolchildren

The most concerning aspect of this situation is the proximity of these boulders to a school.

Children regularly walk through this area when travelling to and from school, particularly during busy morning drop-off and afternoon collection periods.

As demonstrated in the attached photographs, numerous large, irregularly shaped rocks have been positioned directly alongside the road, grass verges and pedestrian access points.

These stones present a substantial and entirely foreseeable risk of injury.

Young children are naturally less aware of surrounding hazards, and it is entirely foreseeable that children may trip, fall or collide with these rocks while walking, running or playing in the area.

Given the number of children passing through this location every day, I am concerned that accidents could occur on a daily basis if these stones remain in place.

It should not take a serious injury before preventative action is taken.

2. Child Has Already Sustained an Injury

Unfortunately, the danger is not merely theoretical.

My friend’s son has already sustained an injury after falling over one of the stones placed in this area.

This incident demonstrates the very real danger posed by the boulders.

I am particularly concerned that, unless immediate action is taken, further children could suffer injuries, potentially more serious than the incident already reported.

The Council is now being formally notified of an existing injury and an ongoing potential safety hazard.

I therefore request that this matter be investigated urgently and that appropriate steps be taken to protect children and other pedestrians.

3. Unauthorised Placement of Stones and Apparent Attempts to Control Public Land

I understand that the occupants of 29, 27 and 35 Wakerley Road have been responsible for placing these large stones around the grass verges.

The positioning of the stones suggests that they have been deliberately installed, to my understanding, these areas are not privately owned by these residents.

It appears that certain residents are attempting to exercise control over public land as though it forms part of their own private property.

Residents should not be permitted to place potentially dangerous obstacles on public land without the necessary legal authority.

I request that the Council establish the ownership and highway status of the land and investigate whether any permission was obtained for the placement of these stones.

4. Risk of Vehicle Damage

I have also personally experienced the danger posed by these boulders.

On one occasion, one of the stones came dangerously close to causing damage to my vehicle while I was manoeuvring.

The rocks are substantial in size, irregularly shaped and positioned immediately alongside the carriageway.

They present a foreseeable risk of damage to vehicles and could potentially contribute to accidents.

The placement of such obstacles near a public road, particularly in an area frequently used by families and schoolchildren, is extremely concerning.

5. Verbal Abuse and Intimidating Behaviour by Residents

I also wish to bring to the Council’s attention the conduct of certain residents associated with the properties mentioned above.

Parents of children have been subjected to swearing and verbal abuse by local residents, including in the presence of our young children.

This behaviour is completely unacceptable, particularly in an area surrounding a school.

It appears that certain individuals believe they have the right to dictate how members of the public use the surrounding public spaces.

No individual should be subjected to intimidation, aggressive behaviour or verbal abuse when using public areas lawfully.

I request that the Council consider whether this matter should also be referred to its Community Safety or Antisocial Behaviour Team.

6. Potential Breaches of the Highways Act 1980

I request that the Council investigate whether the placement of these stones constitutes an unlawful obstruction or dangerous deposit on the public highway.

In particular, I draw attention to:

Section 137 of the Highways Act 1980, concerning wilful obstruction of the highway without lawful authority or excuse.

Section 149 of the Highways Act 1980, which provides highway authorities with powers relating to the removal of certain objects deposited on highways where they constitute a nuisance, danger or obstruction.

Nevertheless, the size, number and positioning of the stones, together with the reported injury to a child, warrant an urgent investigation.

7. Potential Liability for Further Injuries

I wish to emphasise that a child has already reportedly suffered an injury as a direct result of falling over one of these stones.

Given the proximity of the school and the daily movement of children through this area, there is a foreseeable risk of further injuries.

Should additional incidents occur, those responsible for creating or unlawfully maintaining the hazard may face personal injury claims, depending on the circumstances.

There may also be questions concerning the responsibilities of the relevant landowner or highway authority once the hazard has been brought to its attention.

I therefore consider it essential that the Council acts promptly to investigate the situation rather than waiting for a more serious accident to occur.

8. Action Requested

I formally request that Leicester City Council:

Arrange an urgent inspection of the grass verges surrounding numbers 29 and 35 Wakerley Road.
Confirm whether the affected land is Council-owned, publicly maintained highway land or otherwise subject to public highway rights.
Investigate whether the stones were placed without the necessary permission or legal authority.
Assess the risks posed to schoolchildren, pedestrians and motorists.
Contact the occupants of numbers 29, 27 and 35 Wakerley Road, where responsibility is established, and require the removal of the stones if they have been placed unlawfully.
Consider appropriate enforcement action if the stones are not removed following any lawful requirement to do so.
Record and investigate the reported injury to a child.
Consider the reported verbal abuse and intimidating behaviour and whether referral to the appropriate Community Safety Team is necessary.
Take appropriate preventative measures to ensure that similar hazards are not placed on the grass verges in the future.

9. Urgent Written Response Required

I have attached photographs clearly demonstrating the positioning, number and size of the stones.

I trust the Council will appreciate the seriousness of this complaint, particularly given the location near a school and the fact that a child has already reportedly been injured.

The safety of children must take priority over any individual resident’s personal preference regarding the use of surrounding public spaces.

I request written acknowledgement within five working days and a substantive response within 14 days, confirming what investigations have been undertaken and what action the Council intends to take.

If this matter falls within the jurisdiction of another department or authority, please forward this complaint accordingly.

I look forward to your urgent response.

Cars are parked here every day. It is a danger to the public. People with disabilities or pushchairs have to go onto a very busy road to get round the cars. I have seen numerous near misses with road traffic accidents. It is also a danger for vehicles pulling out of businesses as vision is blocked and cars travel down this road very fast.-49 Lewisher Road, Leicester, LE4 9LR

The two bins which are permanently on the pavement outside Onslow Park have been joined by two more. I have repeatedly reported this problem over many months. Every time I report it, the app says it has been resolved. The app is a liar. Please resolve this problem. The presence of the bins by the park leads to more littering in the park as the contents are thrown over the fence. -69 Skipworth Street, Leicester, LE2 1GD
