Car parked illegally, fully parked on pavement.

I was walking on the pavement when I spotted a car fully parked illegally on the pavement. As I approached I had to step into the road to get around the illegally parked vehicle. As I stepped into the road I was almost knocked over by a speeding vehicle. I didn't hear the vehicle coming as I had my earphones in and was listening to my music. I am in shock as I was almost hit.

The car is parked out the propert at Middleton Street.-22 Middleton Street, Leicester, LE2 8LU

The parking is not illegal but so bad it is causing i-others like me to park on the grass, we have a bay outside our house where you could park 4 small cars or three medium / large ones, and we constantly have two small cars parked so badly by the neighbours it is causing others to park illegally. Food delivery app riders using a lane of traffic and a loading bay on the A6 as a personal car park. They park their mopeds and bikes blocking a lane of traffic and preventing proper use of the loading bay. It's also dangerous for cyclists using the adjacent bike lane and pedestrians who might be trying to cross but have their view obscured. This matter has been reported before in the last month. I have just witnessed a mother and a push chair having to go into the road to go around this vehicle. It is very near the roundabout and is also obstructing drivers views. There was a previous reply saying it is being monitored. There is normally 2 same sized vehicles parked there.
