This van is parked on double yellow lines in front of a sign that says no stopping at any time.
The rest of the street is clear and the police have previously warned the driver not to park here.

The flats in 161 Hinckley Road continuously leave their bins out on the street they’re always dumping furniture overflowing rubbish and causing an environmental issue. We now have rats seen in the front garden of my property and 161 Hinckley Road, around the open bins. Every few months new stickers are put on the bins but no fines are issued. You, the Council need to fine the landlord to ensure this environmental issue is dealt with appropriately. This has been going on for years.

Update!!! Having spoken to the gentleman, he says the Council have spoken to him and told him it's fine to park like that on a number of occasions!!
